GUARDSMEN TO COAL FIELDS FRANKFORT, Ky., May 11.— Gov. A. B. "Happy" Chandler toay declared he would send National Guardsmen to open the Harlan coal fields Monday if an agreement is not reached between soft coal operators and mine union leaders. Walter Mulbry, secretary to the governor, announced Chandlers decision in the current coal strike crisis. Mulbry quoted the governor as saying: "The general public has no interest in the coal controversy. Those miners who wish to work will be given the opportunity to work."
