BRITAINS WAR POLICY J LONDON, England, May 11.— Britains pol-icy of rearmament and alliances is more than a temporary expedient to avoid submission to the dictator nations, Prime Minister Chamberlain told 8,000 cheering women conservatives today in Albert Hall. "We have settled down to a firm and fixed resolve," he said. "We are ready to listen to others, but we are determinted not to submit to dictators. Nothing will induce us to enter war unless we are absolutely convinced that it | could not be avoided without sacrificing our liberties and our own good name."
