COMPROMISE TRADE DISPUTE WASHINGTON, D. C, May 11.— The Ger-man government has instituted informal negotiations to compromise its trade dispute with the United States. Informal conversations between German commercial representatives and officials of the treasury have been held, with a view toward elimination of the 25 per cent penalty duties recently imposed. 4
