DELAY DTJNNIGAN RESOLUTION ALBANY, N. Y., May 16.— The assembly delayed action today on the Dunnigan resolution, proposing a constitutional amendment to permit pari-mutuel betting on horse races. Acting at the request of Assemblyman Denton D. Lake, Gloversville Republican, Assemblyman Norman F. Penny, Nassau Republican, lower House sponsor of the measure, agreed to putting the measure over until tomorrow. The lower House, however, went through the formality of substituting Dunnigans resolution for the Penny resolution, which had been reported by the assembly rules committee yesterday. As the amendment has been adopted by a previous legislature in 1938, assembly adoption automatically puts it on the November ballot.
