Claim Bill Would Pave Way For Third Los Angeles Track SACRAMENTO, Calif., May 27. A measure, which its opponents charge would ease the road for the establishment of a third race track in Los Angeles County, passed the California State Senate yesterday by a vote of 22 to 10. The bill was authored by Senator Harry Parkman, who declared that his purpose was to provide clarification language to the law under which race track licenses are now issued, and added that the measure had been introduced aat the request of the California Horse Racing Board. In opposing the measure, Senator Ralph Swing stated that the proposed amendment was not the one requested by chairman Loyd Wright, of the Horse Racing Board, and that the board had met with little or no difficulty interpreting the language of the present stattute. He said .that a second amendment to the bill, which supplanted the original amendment sponsored by Wright, had ben put in to expedite the grainting -of a license to the proponents of a track at Puente.
