Swope and Cole Will Testify At Off-Track Betting Hearing ALBANY, N. Y., June 12 UP.— Former ■ state racing commissioner Herbert Bayard I Swope will testify at a joint legislative committees first hearing June 19 on the question of legalized off-track race horse bet-i ting. Swope s successor, commissioner Ashley T. Cole, will appear the next day, committee counsel John E. Egan said. The hearings will be held in the Bar Association Building, New York, City. On the basis of its hearings and other data being collected, the committee will decide what recommendations to make to the 1953 legislature. Representative groups will be given an opportunity to appear, Egan said.
