Committee to Conduct Hearing On Off-Track Betting Question AQUEDUCT, L. I., N. Y., June 18.— The first hearing of the joint legislative committee on the question of legalized off-track betting will be held tomorrow afternoon at the Association of the Bar Building, 42 West 44th Street, New York City. Herbert Bayard Swope, former chairman of the New York State Racing Association, is scheduled to testify as the principal witness. He is an advocate of off-track wagering. I On Friday the committee will hear Ashley T. Cole, present chairman of the commission, which is on record as opposing betting beyond the confines of the race track. The joint legislative committee consists of seven members, headed by Senate Republican majority leader Arthur H. Wicks. This board has been making a survey of racing in New York state for more than a year. It is scheduled to submit its recommendations on the off -track betting issue to the 1952 legislature next winter. Open hearings on the subject also are to be held in upstate cities, probably Albany, Rochester and Buffalo. John E. Egan. counsel for the Wicks group, stated that various church organizations and other representative bodies will be given an opportunity to appear at future hearings.
