Prepare New Bill for Vote On Racing in Pennsylvania HARRISBURG, Pa., June 29. A new "errious" bill to provide a state-wide referendum in Pennsylvania on the operation of privately-owned race tracks with pari-mutuel betting is being planned for introduction in the State Senate when it reconvenes on July 6. Sen. John H. Dent D-Westmoreland Democratic leader of the Senate, said he would co-sponsor the bill a bipartisan measure with Sen. G. Robert Watkins R-Delaware . "I think it might have a good chance of passing the Senate," said Watkins, who owns a string of thoroughbred horses himself. Watkins estimated that racing revenues would yield Fennslyvania about 5,000,000 a biennium two-year fiscal period . He proposed that the revenue be earmarked for educational purposes. Several other bills to set up pari-mutuel racing as a state monopoly are pending in the legislature at present.
