Stewards Rulings LINCOLN FIELDS, Crete, HI., June 1. In a stewards ruling here today jockey Kenneth S. Church was fined S150 for failing to fulfill his engagements of May 31. In another terse ruling the stewards fined jockey agent Cooper Phelps 0 "for neglecting his duties." WATERFORD PARK, Chester, W.f Va., June 1. The stewards today is- sued the following ruling: ,. "Jockey Raymond L. Belanger is suspended for 10 racing days from June 2 to June 12, inclusive, for rough riding astride Touring. Chip in the second race May 31, 1954.
