Phelps Astride First Winner DETROIT RACE COURSE, Livonia, Mich., June 2. Apprentice jockey Bill Phelps, youthful Somerset, Kentucky-born reinsman, won the first race of his saddle career here Tuesday, successfully piloting Mrs. Joseph Tomlinsons Angledozer in the six furlong Norwest Exchange Purse. Young Phelps, under contract to trainer Jimmy S. Jones, can scale 99 pounds with tack and he has been galloping Tiorses for two years.
