May Have to Delay Two Wheeling Improvements Need Federal Approval to Install Full Tote, Move Stewards Stand WHEELING, W. Va., June 18. Two najor improvements contemplated it Wheeling Downs may be delayed until 1956 because of inability to get federal approval in time to carry out the work this rear, officials revealed today. The management had hoped to install aetween the spring and summer meetings ;his year a full "tote" board, which would mtomatically show the amount wagered on ;ach horse and the total betting in each pool, including win, place and show, with ;he odds changing every 90 seconds. The full "tote" would replace the present iunior "tote," a job which officials of the American Totalisator Co., of Baltimore, .aid would have required the entire eight veeks before opening of the 55-day sum-ner meeting on July 23. With the track in federal receivership, lowever, Wheeling officials said that be-;ause of the expenditure involved it had to e determined whether the improvement vould be to the best interests of the government and for that reason approval could not be given immediately. It may be worked out at a hearing July 6. It is also planned to have the stewards and placing judges stands moved from their present location to the top of the grandstand, which officials said would not only provide additional space for patrons but remove obstructions that now hinder their view during the actual running of a race.
