Kill Bill for lllinois-Breds SPRINGFIELD, III., June 24. House Bill 1133, which would have granted Illinois - bred horses a five - pound weight allowance in races in this state, has gone down to defeat. After passing the House, the measure was sent to the Senate and there referred to the License and Miscellany committee. The latter appended a "no pass" tag to the measure which is synonymous with automatic death in legislative terms.
