City of Toronto May Turn To Tracks for Ta Revenue TORONTO, Ont., June 24. The City of Toronto, in exploring ways and means of increasing revenues without raising real estate taxes, has begun to look to the mutuel handle of local race tracks as a source of supply. A committee composed of civic officials is studying the citys areas of income with a view to recommending changes in the tax structure, after appraising 11 present sources of income, and reviewing an additional 10 possibilities. Although the City of Toronto includes within its geographic limits only two race tracks Dufferin Park and Woodbine, and is to lose Woodbine to neighboring Eto-bicoke in the spring of 1956, it is expected that once the city proceeds to move into such fields of taxation, its area neighbors would follow the pattern. Under Ontario statutes, the province would be required to formally permit the municipal governments to levy such taxes, the province being the only entity presently permitted to participate hi taxation 6f mutuel handle. 1
