Frank C. Rand Jr. Accepts Position as HBPA Adviser ... JAMAICA, L. I., N. Y.. May 1.— Frank C. Rand Jr. has accepted the post of adviser to Sol Rutchick, president of the New York division of the Horsemens Benevolent and Protective Association. Rand also will act as adviser to the HBPAs local committee. The appointment was formalized Tuesday when the committee of the New York division of the horsemens group held its first meeting of the current season at Forest Hills Inn. Rutchick, who announced Rands decision to accept the advisory position, also revealed that the New York Division of the-HBPA is to :give a dinner during the Belmont Park session. AH horsemen are requested to attend. Tickets, which are to"be free, will be distributed by Rutchick, Miss Mildred Saunders, secretary-treasurer of the N. Y. division, and the committee. No date for the dinner has been selected as yet. Those who attended the HBPA meeting, in addition to Rutchick and Rand, were James Fitzsimmons. Bert Mulholland, Nicholas Martini. Frank Dougherty, Phil Bieber, Thomas Wallter and John Fitzsimmons.
