ARREST M. FEDER IN CANADA Charged With Unlawfully Conspiring With Jockey Frank Mann. Independent Canadian Racing Association Withholds Riding Licenses of Five Jockeys Three Cleared. TORONTO, Oht, June 16 The first material development in a situation which has had local racing circles agog with excitement, conjecture and rumor since the Independent Canadian Racing Association withheld licenses of eight riders at the beginning of the season came last night with the arrest of Manny Feder, 26, on a charge of conspiracy. It is believed more arrests may result from a conference between crown attorney J. W. McFadden, inspector Charles Scott, P. S. McKinney and inspector Albert Ward of the provincial police today. The charge against Feder read: "Unlawfully conspired with one Frank Mann, by deceit or falsehood or other fraudulent means, to defraud the public or members thereof who had placed bets on a certain race run at Thorncliffe race track on June 9, 1936." THREE OTHERS INVOLVED. Of the eight jockeys who participated in that race, five, namely, R. Watson, C. McDonald, Frank Mann, Frank "Madeley and Frank Dougherty, have had their licenses withheld. Gordon Watson, Pat Remillard and Danny Brammer, other jockeys who rode in the race, are not involved in any way. The other riders whose licenses were withheld by the Independent Canadian Racing Association, but who did not participate in the race in question, are Johnny Passero, Henry Pelaez and Gordon Atkins, which gives rise to the assumption that the investigations of the Independent Canadian Racing Association have involved more than the race mentioned in the charge above. Feder appeared in court Wednesday morning, accompanied by counsel E. J. Murphy, and heard the charge read, but did not plead. Bail of ,000 was renewed by crown attorney Cecil L. Snyder. Authorities are investigating rumors that a ring of race track followers is involved arid extends as far as Detroit and New York. Officials of the Independent Canadian Racing Association have steadfastly refused to divulge any reasons for withholding the licenses of the eight riders, nor has any definite term of suspension been announced in any instance. i I
