FAR EAST APPEASEMENT LONDON, England, Nov. 8. Prime Minister Neveille Chamberlains plan for appeasement in the Far East has begun with a meeting in an unrevealcd Chinese city between Sir Archibald Clark Kerr, British ambassador to China, and Generalissimo Chiang Kai-Shek, head of the Chinese Nationalist government, it was learned authoritatively here today. Sir Archibald informed the foreign office in a brief report that he had sounded the Chinese leader on the pos- I sibility of negotiating ah armistice in the hostilities and of appointing an intermediary 1 to act between China and Japan. The British representative emphasized that the appeasement effort was still in "very preliminary stages." He was believed to have told the foreign office he was deferring a full report on his meeting with Chiaiig until he j returns to his base of operations. The caution, it was understood, was prompted by the desire to advise Whitehall of his activities through the secrecy of diplomatic channels.
