SLAP AT PREMIER CHAMBERLAIN LONDON, England, Nov. 8. Administering a severe setback at the polls to the foreign policy of Prime Minister Neville Chamberlain, Mrs. J. L. Adamson, Laborite candidate, today was declared elected by a majority of 4,328 votes over Godfrey Mitchell, in the Dartford parliamentary bye-election. Conservative supporters of Mitchell based their election campaign on Chamberlains policies and on his efforts to "keep Britain out of war."
