CREATE NEW FOREIGN MARKETS WASHINGTON, D. C, Nov. 8. Dispatching one of his crack economists to Europe, Secretary of Agriculture Wallace today launched his program to create additional markets for domestic surplus of principal farm products. F. R. Wilcox, vice-president of the Federal Surplus Commodities Credit Corporation, will confer with trade representatives of foreign nations in an attempt to find new outlets for all products in export trade, particularly wheat. Enroute to Europe today, Wilcox will visit England, France, the Scandinavian countries and "possibly Germany," department officials said. He will report the results of his survey to Wallace within a month.
