PRESIDENT AND DIPLOMATS WASHINGTON, D. C, Dec. 6. Immediately upon his return to the capital today, President Roosevelt called Acting Secretary of State Sumner Welles and three of Americas major diplomats to the White House for a further exploration of racial and religious persecution abroad and its possible effect on this nations international policy. Hugh R. Wilson, American ambassador to Germany; William Phillips, American ambassador to Italy, and William C. Bullitt, American ambassador to France, were called in with Welles. White House attaches said the conference was a continuation of the discussions begun ten days ago in Warm Springs, Ga.
