PAN-AMERICAN CONFERENCE LIMA. Peru, Dec. 6. A survey of opinions of delegates to the eighth Pan-American conference, which opens here Friday, indicated definitely today that efforts to constitute a Pan-American court of justice or League of Nations are doomed to failure. A majority of the South American delegates expressed the opinion that organizations of this nature would affect the sovereignty of the separate Latin-American nations. Another important project which apparently will not have much support is the proposal that the Latin-American nations concede special custom facilities to each other. Finally, it appears it is the unanimous intention of the South Americans to reject the suggestion of the United States for the abolition of the present system of exchange control which is carried out by all the South American nations. On the other hand, there is apparently a favorable attitude toward considering the subject of providing sanctuary on American soil for refugees from European persecution. This subject, it is understood, will be submitted to the conference by the Argentine delegation.
