MEXICO ORGANIZES UNIONS MEXICO CITY, Mexico, Dec. 6 Government employes in Mexico today had official sanction to organize unions under which they will receive better pay and working conditions and the right to strike. Legislation of the unions is authorized in a decree issued by President Lazaro Cardenas, creating Federation Syndicates of workers in the service of the state. The order affects 50,000 persons.
