PASS STEAGALL BILL WASHINGTON, D. C, April 12. The House today passed the Steagall Bill, continuing the Federal Housing Administration until 1941 and expanding its mortgage insurance authority from ,000,000,000 to ,000,-000,000. The measure also continues the modernization provisions of the law, under which loans for improvements and repair of property can be made. On a roll call vote just before final passage, the House, by a vote of 199 to 142, adopted the Cochran amendment destined to prevent "write ups" of value of land in the construction of big apartment house projects under the FHA act.
