AMERICAN NAVAL MIGHT NORFOLK, Va., April 12. Historys greatest massing of American naval might in domestic waters was under way today as the vanguard of the fleet anchored in Hampton Roads. With twenty-six vessels at anchor, the major part of the fleet, the massive battleships, the aircraft carriers and several squadrons of destroyers, were scheduled to arrive during the day. Within the next few days, 104 ships, carrying 46,000 men, will drop anchor the largest concentration of fighting ships in twenty years. Norfolk, playing host to the navy for the first time since 1919, when the fleet assembled off Norfolk after the World War, was in festive mood as it welcomed the bluejackets.
