PENNSYLVANIA R. R. LAY-OFF PHILADELPHIA, Pa., April 26.— Because of a shrinkage in freight traffic due to the deadlock in the bituminous labor contract negotiations, several hundred Pennsylvania Railroad employes will be placed on temporary furloughs, company officials said today. Declining to estimate the number of men to be laid off, railroad officials admitted, however, that between 300 and 400 in the soft coal region alone will be dropped.
