"COMMUNITY OP OUTLOOK" LONDON, England, April 26.— Rumania and Great Britain maintained a "community of outlook" in the present European situation, it was stated today in an official announcement at the close of talks with Foreign Minister Grigore Gafencu of Rumania. "The meeting was characterized with the utmost frankness and cordiality on both sides," the communique said. "It served to emphasize the general community of outlook by the two governments. Gafencu, who has visited several of Europes major capitals on his current tour, talked with Prime Minister Neville Chamberlain, Foreign Secretary Lord Halifax, and other officials in his three-day visit. i
