INTRODUCE RESOLUTION " AGAINST REORGANIZATION BILL WASHINGTON, D. C, April 26.— A resolution to upset President Roosevelts government reorganization program was introduced in the House today, less than twenty-four hours after he had disclosed the first section of his plan in a special message to Congress. The resolution, urging Congress to veto the Presidents plans, was offered by Representative John Taber, New York, ranking Republican member of the Special House Reorganization Committee. Representative. Taber admitted in advance that he was doubtful whether opposition will get anywhere. His resolution will serve eventually to bring debate over the Presidents reorganization proposals to the floor of the House. Under the reorganization bill, the Presidents program will become effective sixty days unless Congress vetoes it.
