OPPOSING CONSCRIPTION LONDON, England, April 26.— Trouble in labor quarters was threatened today as opposition mounted against conscription in England. Laborites massed throughout the country and began bombarding London headquarters of the Trades Union Congress and Labor Party with telegrams urging resolute opposition to conscription when the bill comes before Parliament. "There is sure to be trouble in the work shops," said Joseph Little, president of the engineering union.
