WALSH HEART ATTACK FATAL NEW YORK, N. Y., May 2— Frank P. Walsh, one of Americas foremost labor lawyers and chairman of the New York State Power Authority, was stricken with a fatal heart attack on the sidewalk outside the State Supreme Court building yesterday. He died before assistance could reach him. Walsh was seventy-four years old. From notebooks and papers on his person, police identified him as the man who for years led the legal fight for release of Tom Mooney, labor leader, who was granted a pardon by Californias governor several months ago, after serving more than twenty years in prison.
