TEN PER CENT RELIEF CUT Leo M. Lyons, relief administrator for the city, announced Monday that effective Wednesday a ten per cent reduction in relief checks will take place. Approximately 107,000 families will be affected. This brings the total decrease in relief payments to 25 per cent, as a 15 per cent reduction took place about two months ago. J
