REPLY TO SOVIET PROPOSALS MOSCOW, U. S. S. R., May" 8.— Great Britains reply to Soviet proposals for an anti-aggression alliance between Russia, Britain and France, was handed today to Foreign Commissioner V. M. Molotov by Sir William Heeds, the British ambassador. Molotov, who last week succeeded Maxim Litvinov as foreign commissioner, was in conference with the British envoy for forty minutes. The results of their talk were not disclosed. According to information from London, Great Britain regards the Soviet alliance proposals as acceptable in principle, but prefers at present a system of unilateral guarantees, such as have been given Poland and Rumania, rather than, an outright , alliance.
