URGES DISSENTERS TO GO ALONG NEW YORK, N. Y., May 13.— Dr. John R. Steelman, Saturday, in effect asked that the six southern operators who refused to ratify the union shop Appalachian labor contract refrain from open shop operation. Addressing the general session, where ratification of the agreement was voted by northern operators and those southern operators who acceded to the union shop clause, Steelman declared: "It would be better for the operators to continue negotiations rather than start any other ;„je of operation." He pleaded that the dissident mine owners reconsider their "non-ratification," saying, "the public expects it of them, thoir fellow operators expect it of them and the United Mine Workers of America expect it of them to continue negotiations. The time has passed when we can expect to settle labor disputes by warfare."
