: ; Shorty Ray Resigns Post As NFL Technical Adviser PHILADELPHIA, Pa., May 23 UP. j National Football League commissioner Bert Bell today announced the resignation of Hugh L. "Shorty" Ray as technical adviser to the league. Ray, in football 54 years as a player, coach, official and rule-maker, requested Bell to relieve kin f his duties because he felt he was no longer physically able to carry the burden of his position. Bell, said he had prevailed en Ray to serve as consultant to bis successor until the end of the 1952 season. The commissioner said that Carl K. Rebele of Pittsburgh, a football offcial since 1917 and a member of the leagues official staff since 1934, will assume the major part of Rays duties. Eugene Miller, former Penn State star and vet- erah league official, Will assist Rebele. j
