i I I i 8 1 , SPECIAL ALLOWANCE AT DETROIT In all claiming and purse races at this meeting at a distance of a mile or over, the following allowance may be claimed without respect to other allow - ances except maiden allowance, for horses that have never won a race at a mile -or over: Three-year-olds allowed 3 pounds; four-year-olds and upward, 5 pounds. Non-winners at one mile or over and maiden races excepted.
