Certify Petitions Requesting Electing on Arkansas Track FORREST CITY, Ark., May 19. — A second set of petitions calling for a proposed horse race track in St- Francis County were certified by the county clerk last week as opponents of the move marshaled their forces to defeat the track at the polls. County Clerk Annie A. Campbell said there were 1,623 names on the petitions circulated by the St. Francis Valley Turf Association. Fred N. McCollum, chairman of the County Election Commission, said the commission will meet in a few days to set the election date. The petitions were certified after the Anti-Race Track Leagues executive committee dropped its request to check signatures. The league suggested June 8 for election day. A first group of petitions were snarled in litigation and track backers elected to circulate a second set in an effort to hasten the election. The turf association is headed by Robert J. Boileau, an official in the defunct Dixie Downs, Inc., which tried last year to establish a horse race track near West Memphis in Crittenden County. That venture was defeated in a special election.
