Fiske Must Exhaust All Administrative Remedies First SACRAMENTO, Calif., Aug. 18. Alfred B. Fiske, discharged as secretary of the California Horse Racing Board, must exhaust all administrative remedies through the appeals procedure of the State Personnel Board before appealing to the courts, it was ruled Monday by Superior Judge Malcolm C. Glenn. Fiske had petitioned the court for an order compelling the Racing Board to reinstate him in his position, from which he was discharged on charges of insubordination. Fiske filed an appeal with the State Personnel Board, which body, according to the argument of the attorney generals office, still has jurisdiction in the matter since it has not, as yet, handed down any final decision.
