Commission Rulings Rerorted to Daily Racing Form HAZEL PARK, Mich., May 31. The following: rulings were issued by the board of stewards today and approved by the Michigan State Racing Commission: "It is recommended that groom Carl F. Wilburn be suspended the balance of the current meeting for being in an intoxicated condition resulting in his arrest by local police. "It is recommended that the application for license as groom of John Belus be denied for falsification of his application in failing to disclose a long: record of arrests and convictions f drunkeness and other offenses."
