MAX EISNER RULED OFF BALTIMORE, Md., Oct. 13. Acting upon a report furnished by the Lancaster and Dougherty Detective Agency, Max Eisner, licensed trainer, charged with being involved in bootlegging on the grounds of the Harford Agricultural and Breeders Association at Havre dc Grace at the meeting recently concluded, has been ruled off all tracks under the jurisdiction of the Maryland Racing Commission. The horses Stepaside, owned jointly by Mrs. M. Eisner and S. Lewis, and Spoiled Boy, owned by Mrs. M. Eisner, have also beea ruled off,
