KING AND QUEEN AT OTTAWA OTTAWA, Ont., May 19— The province of Quebec greeted King George and Queen Elizabeth with soggy, leaden clouds today as the royal train arrived in Ottawa today. Leaving the train at Island Park Driveway where a special platform had been constructed, the royal couple was greeted by a salute of twenty-one guns. Governor General and Lady Tweedsmuir were at the station to meet them, with members of the dominion parliament, the cabinet and local officialdom. The eight mile route from Island Park to government house, the residence of Governor General and Lady Tweedsmuir, was lined with sodden but happy spectators. Some had taken up their places five hours before the couple was due and were thoroughly drenched by the time the procession arrived but it worried them not a bit. They had come to see Englands King and Queen and if a blizzard had hit town they would have stuck right to their posts.
