JEROME FRANK SEC HEAD WASHINGTON, D. C, May 19— Jerome Frank has been elected chairman of the securities and exchange commission by a vote of 3-2. The commission, composed of five members, chooses its own chairman, but usually is guided in the matter by the president Commissioners Robert Healy jand George Matthews opposed Franks selection.
