TRUCE IN HARLAN STRIKE HARLAN, Ky., May 19— Federal and State conciliators worked to effect a truce in the bitter Harlan County coal war today as 1,200 National Guardsmen under orders to open fire with machine guns and rifles should yesterdays sniping at re-opening mines be repeated, strove to keep the peace: The Federal conciliator, John L. Connor, said he could not promise a settlement of the controversy between Harlan coal operators and the United Mine Workers but would do his best to achieve one. The operators and the union have been deadlocked on the issue of union shop contracts which all other Kentucky owners have signed. ,
