WINN MOVES HEADQUARTERS CRETE, 111., May 24.— Col. Matt J. Winn, president of the American Turf Association and executive director of Lincoln Fields, today transferred his headquarters from the tracks downtown offices in the Congress Hotel to the local course. Although Col. Winn has conducted most of the tracks business at the Congress Hotel since his arrival from Louisville, he has made daily trips to Lincoln Fields, to supervise personally preparations for the meeting, which gets under way tomorrow.
