Kentucky Rule Changes Not Effective Until 30 Days CHURCHILL DOWNS, Louisville, Ky., May 2. — Two changes in the rules enacted at last Saturdays meeting of the state racing commission must lay over 30 days before becoming effective. Under the new or revised regulations the allowance of three pounds to the contract employer of an apprentice for one year beyond the termination of his "open" apprenticeship, is voided and trainers entering more than one horse in the same ownership for an overnight race, must, at the time of making such entries, signify which of the horses he prefers to start. In the event more than 12 horses in different interests are entered only one horse of an entry will be drawn in the actual field.
