4 UNITED PRESS NEWS ROUND-UP FOREIGN: Say Belgian Plane Refused to Obey Order VIENNA, Austria, June 4. Austrian communist charged today that a Belgian airliner was raked by cannon fire from a Red jet fighter when the pilot "refused to obey an order to land while flying over Hungarian territory." One crewman was killed and two were wounded in the attack yesterday on a Belgian Sabena freight plane near the Austrian-Yugoslav border. The plane was carrying a cargo of pedigreed pigs from London to Yugoslavia. Ely Takes Over as Supreme Commander PARIS, France, June 4. Gen. Paul Ely, chief of staff of the French Armed Forces, takes over today as supreme commander in Indochina. He replaces both Gen. Henri-Eugene Navarre, the present supreme commander, and civilian high commissioner Maurice Dejean under a cabinet decision to vest their work in a single man. Churchill Calls Cabinet Emergency Meeting LONDON. England, June 4. Prime Minister Winston Churchill today called an emergency meeting of the British cabinet for Saturday to decide whether to continue negotiating with the Reds at Geneva or label the Far Eastern peace talks a failure. Haile Selassie to Receive Honorary Degree OTTAWA, Ont., Canada, June 4. Emperor Haile Selassie of Ethiopia will visit Canadas Houses of Parliament today before flying to Montreal to receive an honorary degree from the University of Montreal. The bearded "Lion of Judah" arrived here Thursday night by air from Boston, Mass., with an entourage of 24 for a state visit. Claim U.S. Aid to France If Reds Intervene GENEVA, Switzerland, June 4.-Authori-tative sources here reported today that the United States has firmed up its assurances to France of American air and naval aid in Indochina if Red Chinese or Soviet planes join in the Indochina conflict. Red Indochinese Break Two-Day Lull HANOI, Indochina, June 4. Communist Indochinese forces broke a two-day lull in their fight for the Red River delta today and attacked French positions south and southeast of Hanoi. St. Laurant Reveals Release of Recruits OTTAWA, Canada, June 4. Prime Minister Louis St. Laurent said yesterday "quite a number" of recruits in the armed forces had to be discharged after they were screened for security. He also told Commons there had been "some civil servants who had to be transferred from positions involving government secrets to less-sensitive positions." Asks Arrest of Parliament Riot Instigators TOKYO, Japan. June 4. House Speaker Yasujiro Tsutsumi called for the arrest today of Socialist Party assailants who attacked him and started the biggest riot in the history of the countrys parliament. The riot caused further postponement of Premier Shigeru Yoshidas around-the-world trip and brought Japanese police into action in the House of Representatives for the first time. French Abandon Cho Noi Under Assault HANOI, Indochina, June 4. French Union troops today abandoned the post of Cho Noi under heavy Communist assault, giving Red rebels access to the road leading to the Hanoi-Haiphong lifeline. France Grants Independence to Viet Nam PARIS, France, June 4. France formally grants independence within the French Union today to Viet Nam, largest of the three Indochinese states and major battleground of the seven-year war. Premier Joseph Laniel and Viet Namese Prime Minister Prince Buu Loc .are scheduled to sign two treaties at 5 p. m. noon EDT at the Hotel Matignon, it was reported. NATIONAL: Kaghan Charges McCarthy on Testimony NEW YORK, N. Y., June 4. Theodore Kaghan, former U. S. Information Service official in Europe, today charged Sen. Joseph R. McCarthy with giving "unfair and distorted" testimony about him during the current Army-McCarthy hearings. In a telegram to the permanent Senate Subcommittee on Investigations, Kaghan requested a "prompt opportunity" to testify in public session about his activities during a trip made to Europe last year by two McCarthy aides, Roy M. Conn and G, David Schine. Call Two Witnesses in Puerto Rican Trial WASHINGTON, D. C, June 4. The government today summoned a congressman and a gallery spectator to testify how they wrested guns from Puerto Rican fanatics who raked the House of Representatives with a fusillade of bullets last March. Naval Officers Told of Constant Threat ANNAPOLIS, Md., June 4. Deputy Defense Secretary Robert B. Anderson told the Navys newest crop of officers today that they will serve under " a constant threat of military hostilities" for years to come. Addressing the Naval Academy graduating class, he said the United States is ready to "counter immediately any sudden thrusts of the enemy" and can turn rapidly to full mobilization for global war if that is forced on us. N.Y. Again to Distribute GG for Polio ALBANY, N. Y., June 4. New York State again will distribute gamma globulin this summer, despite "lack of evidence" that it helped prevent polio when used last year. State Health Commissioner Herman E-.Hilleboe said yesterday the state now has 85,000 cubic centimeters of GG on hand, and will receive another 625,000 cubic centimeters. Farm Price Supports May Be Extended WASHINGTON, D. C, June 4. Two congressional farm leaders predicted today the House Agriculture Committee will vote to extend present high level farm price supports, but they disagreed for how long. Rep. Harold D, Cooley D., N. C. , ranking Democrat on the committee, said the group will "probably" approve a Democratic plan for a three-year extension of the present 90 percent of parity supports on basic crops. U.S. Seeks Sponsors on Thailand Request UNITED NATIONS, N. Y., June 4. The1 United States consulted its Western Allies today in hopes of lining up more sponsors for Thailands suggestion the United Nations Security Council send observers to report on the Indochina war. The Security Council voted 10 to 1 yesterday to debate Thaillands request, with Russia voting against it. The Soviet was almost certain to veto any Security Council effort to put Thaillands request into action, however. Southern Earthquake Recorded at Fordham NEW YORK, N. Y., June 4, A fairly-sharp earthquake, believed centered in Ecuador, was recorded on Fordham University seismographs today. The Rev. Joseph Lynch said shocks were of ah intensity of about five on a scale of 10. They were recorded at 2:58:53 and 3:05:29 a. m. EDT from 3,000. miles to the southwest. HAC Appropriates ,637,615,011 WASHINGTON, D. C, June 4. The House Appropriations Committee voted today to give the Labor and Health, Education and Welfare Department almost the entire ,952,144,261 they requested to spend in fiscal 1955. Oveta Culp Hobby, secretary of health, education and welfare, asked the committee for ,652,509,261 to spend in the next fiscal year on such federal programs as social security, hospital and school construction, and public health services. She was voted ,637,615,011, a cut of only 4,894,250.
