McKenna said today that FHA officials "definitely discouraged" investigations of abuses in the home improvement loan program. McKenna, who was called in by the administration to head the investigation of the housing scandals, made the charge ,as the Senate Banking Committee opened a months-long inquiry into irregularities in the Federal Housing Program. Good Weather for Sun Eclipse Tomorrow WASHINGTON, D. C., June 28. The weather bureau predicts a "great percentage" of the country will have favorable weather for viewing the eclipse of the sun on Wednesday. The eclipse will be. total-that is, the sun will be entirely blacked out by the moon along a 95-mile-wide patch crossing Nebraska, Iowa, South Dakota and Minnesota. Wage Hikes, Strikes Minimum Predicted WASHINGTON, D. C, June 28. Labor negotiations this year will produce relatively modest wage increases and very little strike action, experts predicted today. They agree that the current wage talks in the steel industry are unlikely to upset this pattern even though- they often set the pace for the nation. Calls for War on Juvenile Delinqenucy WASHINGTON, D. C, June 28. Sen. Robert C. Hendrickson R-N.J. called today for a "united front" attack upon juvenile delinquency "now riding rampant through our countryside." "We must declare war- on this destroyer of youth with every force at our command," he said. Urges Action on Investigating Standards WASHINGTON, D. C, June 28. Sen. Prescott Bush today urged immediate Senate action to establish fair investigating standards because of public alarm over the apparently "unfair and improper methods" of some committees. The Connecticut Republican insisted a fair-practice code can be- adopted before Congress adjourns without jeopardizing President Eisenhowers legislative program as GOP leaders have maintained. New Flood Waters Surge Down Rio Grande LANGTRY, Texas, June 28. New flood waters surged down the Rio Grande today on top of record-breaking crests that hampered the rescue of 438 stranded motorists and railroad passengers. The weather bureau at Brownsville, Texas, warned in a special bulletin that the Rio Grande will crest at the highest level in its history today and Tuesday between Del Rio, Texas, and the Falcon Dam, south of Laredo. i FOREIGN: Ex-Soviet Colonel Tells of Exile, Death . MUNICH, Germany, June 28. A former colonel of the Soviet Secret Police, who fled to the West; told a U. S. congressional committee today how he helped load 1,000,000 anti-Communist Russians onto : American-built trucks and ship them to exile or death in Siberia and central Asia. The witness was former Mvd. Lts Col. Gri-gori Stepanovich Burlitski, who fled to the West 12 months ago and appealed for political asylum. Mendes-France Has Own Last-Resort Plan PARIS, France, June 28. French Premier Pierre Mendes-France, said today he has his own last-effort plan for a European army, if bickering French factions fail to agree on the European Defense Community in its present form. The new premier told newsmen he has evolved a plan of his own, but he refused to disclose its details. En-Lai, Nehru Recornmend Settlement NEW DELHI, India, June 28. Red Chinas Premier-Foreign Minister Chou En-Lai and Indian Prime Minister Jawa-haral Nehru oday recommended an Indochina -settlement similar to the China-India "non-aggression" agreement on the future of Tibet. In that agreement, India withdrew all her troops from the Tibetan trade routes, surrendered "at a reasonable price" all communications and other installations and recognized Tibet as "the Tibet region of China." Viet Minh Radio Claims New Victory HANOI, Indochina, June 28 The Communist Viet Minh Radio claimed a new, smashing victory in central Viet Nam today, including -killing or capture of 1,050 French Union troops, on the eve of Indochina truce talks. The Red radio said rebel forces had seized the important road junction of Ankhe, high in the central An-nam plateau, wiping out the defending garrison. China Confiscates Russian Tankers Cargo TA3PEH, Formosa, June 28. Foreign office sources said today Nationalist. China has confiscated a Soviet tanker cargo of oil arid kerosene, but will return the ship to the Russians "in a couple of days." These sources said the 9,000-ton tanker "Tuapse" probably would be permitted to leave the Fprmosan port of Kaosiung, minus her cargo, sometime this week. Graham Takes Tests at Army Hospital FRANKFURT, Germany, June 28. American evangelist Billy Graham entered a United States army hospital here for "a series of tests," a member of his party announced today. The 35-year-old preacher was stricken with an "extremely painful" kidney ailment last Friday in Dueseldorf, but rallied the next day and flew on to Berlin. French Police Kill Seven Terrorists TUNIS, Tunisia, June 28. French security police today reported killing seven terrorist outlaws in a pitched battle near Gaf sa, scene, of bloody fighting in World War n. Reinforced security units drove a band of outlaws of the so-called "liberation army" to earth Sunday and fought it out, killing seven before the rest retreated. The terrorists killed one policeman and wounded two others. Armas Anti-Red Rebels Warn Government TEGUCIGALPA, Honduras, June 28. Gen. Carlos Castille Armas anti-Tled Guatemalan rebels today warned the countrys new government to make immediate contact with the rebel forces or face "all out" air attack on the capital.
