Apply for Permit to Build Second Jersey Harness Track TRENTON, N. J., June 21. A group composed of men from New Jersey, Pennsylvania and Maryland has applied to the State Racing Commission for a permit to build the states second harness racing track in Burlington County. The incorporators of the Springfield Raceway Association, which submitted the application yesterday, are recognized harness racing enthusiasts. They are Gage B. Ellis, of the Village Farm, Easton, Md., president; Allen S. Hatcher, Vincentown, N. J., vice-president; Stanley Q. Becker, Newton, N. J., secretary, and Gerson Greenberg, Elkins Park, Pa., treasurer. By law, the commission must pass upon such applications each year no later than July 30. It has turned down a number of them in past years, usually because the propositions were financially weak. There is a bill before the legislature to limit the number of harness tracks in the state to the one now operating at Freehold.
