SPECIAL ALLOWANCES AT CHURCHILL DOWNS In all races at one mile or over, except maiden races, stake races or handicap, any horse which has never won at a distance of one mile or over shall be allowed 3 lbs. weight allowance in addition to any other allowances to which he may be entitled in the race. Such allowance must be claimed at time of entry.
