EXCHANGE OF AMBASSADORS WASHINGTON, D. C, April 27— Soviet Russia moved today to re-establish full diplomatic representation in the United States. This government, it was learned, has been approached by Moscow to determine th° acceptability of Constantine A. Oumansky as its ambassador to succeed Alexander Thoy-anovsky. Russias action followed President Roosevelts recent designation of Lawrence A. Steinhardt, ambassador to Peru, as American envoy to Moscow. The exchange of ambassadors will bring about resumption of closer diplomatic relations between this country and the Soviets.
