SPEECH N OT PROPER REPLY Direct Answer Only From Adolf Will Be Considered by President Roosevelt and Secretary Hull. WASHINGTON, D. C, April 27.— President Roosevelt will not accept Chancellor Hitlers speech tomorrow as Germanys reply to the Chief Executives appeal to Germany and Italy for a ten-year guaranteed peace, it was learned on the highest authority today. The President, it was disclosed, will ignore Hitlers speech. The Presidents attitude will be reflected by the State Department and there will be no official reaction or comment on Hitlers speech, either by the President, Secretary of State Hull or other government officials. The President, it was explained, cannot and will, not consider a speech by Hitler as a reply in any degree to the formal or personal message which he two weeks ago addressed directly to the chancellor. It was emphasized that the President had addressed his message to Hitler as from one head of state to another head of state. It was regarded of such tremendous importance that it was not even entrusted to normal diplomatic channels. The only way in which President Roosevelt will take official cognizance of Germanys attitude regarding his j peace appeal, it was asserted flatly, will be through a personal reply to the White House from Chancellor Hitler. This attitude applies also to the message which was sent simultaneously to Premier Mussolini of Italy by Secretary of State Cordell Hull. Until replies are received by President Roosevelt from Hitler and by Secretary Hull from Mussolini, it was said, the American government could recognize no other step.
