ANTI-COMMUNIST PACT TOKYO, Japan, April 27.— A project for strengthening the anti-Communist pact binding Japan with Germany and Italy, was reported today to have been decided upon by the Japanese "inner cabinet." It appeared, however, that previous Japanese newspaper reports that the agreement would be transformed into an outright military alliance, aimed primarily against Soviet Russia- and her allies, were exaggerated. Informed circles took the view that Japan-would be reluctant tb assume new obligations which might embroil her in a possible European conflict.
