LA GUARDIA HEADS MAYORS NEW YORK, N. Y., May 18.— Mayor Fio-rello LaGuardia of New York City was unanimously elected president of the United States Conference for Mayors for the fourth time. Mayor Edward J. Kelly of Chicago, who had been in line for the office, although his nomination had not been reported by the nominating committee, took the floor and proposed LaGuardias re-election, despite the latters protest.
